A useful starting point

The Home Office published its SME/VCSE public procurement bid pack on 6 October 2026. It’s a free resource for small and medium-sized enterprises and voluntary, community and social enterprises, with a quick-start guide alongside the full pack. For creative suppliers approaching government work, it offers a useful place to begin. Read the Home Office publication.

You don’t have to work through everything at once. The pack covers preparing your organisation, deciding whether to bid, writing a response and understanding how it will be assessed. Its readiness checklist and procurement glossary are useful starting points when the language feels unfamiliar. Explore the full bid pack.

Prepare before the deadline

For a freelancer or small studio, our suggestion is to use it to find the gaps you can close before a deadline arrives. Take one relevant brief and make a short list: what you already have, what needs updating and what you need to ask the buyer.

An illustrative film project might call for evidence of similar work, a delivery plan and an explanation of who will cover key responsibilities. That gives a small team something concrete to prepare: a relevant case study, a realistic timetable and an agreed arrangement for additional support.

Keep reusable material in one place, but tailor each response to the actual question. A strong portfolio example becomes more useful when you explain your contribution, the audience and how the work relates to the buyer’s brief. Give each missing item an owner and a date, so preparation turns into a manageable task.

Keep the buyer’s instructions in view

The pack was written to help organisations compete for Home Office contracts. Requirements vary between buyers, procurement regimes and individual opportunities, so check the current tender documents before treating any checklist item as mandatory.

A practical first step this week: read the quick-start guide, choose one preparation task and finish it. Updating a case study or checking a required document is a useful step towards responding with confidence. Open the quick-start guide.
